Approval of Minutes

Callaghan motions to approve the May 20, 2026 minutes. Seconded by Freeman. The motion is approved, 6-0.

Financials

Earl reports the capital fund has grown to $870,700. At the start of the fiscal year, it was just over $750,000. There is just shy of $6k owed on the recreational side. Callaghan asks how the kayak racks are at 106% for revenues, and Earl responds that the budget had assumed revenue from 129 rack spaces but 133 were filled. Earl anticipates the capital fund to start FY2027 higher than in the budget that was submitted.

Harbormaster Update

Dickman reports there has been lots of debris in the water because of the higher tides. They pulled out a derelict dock near Smith Point. His office is trying to get educational information out about the new requirements under the Hansan-Malone Act. They continue to have issues with lobster pots in the mooring field; some pots have been there for over a year and some are not permitted. Dickman will try to work with the environmental police on enforcement. A transient mooring customer caused damage to a float at Glover Wharf; Dickman will be taking this to court for failure to report. The person with the abandoned vessel did not show up in court, so Dickman will continue pursuing this as well. There was a contested parking ticket for a transient customer. Conduit work on the Memorial Bridge will end tomorrow but work on the Kernwood Bridge starts Sunday night for work to replace the fender. The Lobster Rocks marker will go away as it is too much for the Coast Guard to maintain. There is some discussion about the HMA supporting efforts to put a marker here. Dickman notes that they pump out boat and Dockwa are going well so far this season.

Beverly Main Streets

Earl reports that Beverly Main Streets is losing both staff members but it will remain as an all volunteer organization. HMA may still be able to work with interested volunteers.

Adjournment

There being no further business before the Harbor Management Authority this evening, Callaghan makes a motion to adjourn. Freeman seconds. Motion to adjourn is approved (6-0).

The HMA Meeting is adjourned at 7:58 pm.
